Well, it's kind of hard to give advice from scratch without writing an essay on it, so I'll just recommend checking out the 3D Editable Examples forum where a few 3D driving engines exist.

To answer the question you meant, unless you want to add rolling over and terrain, it's no different than doing it in 2D.

That's how it works; read the manual. You should set up a camera to do what you need.

I understood it perfectly well, I think you're just complicating the logic.

For example,

var p1char = Mario;
var p2char = Mario;
var p3char = Luigi;

with (instance_create(x,y,p1char)) gid = 0;
with (instance_create(x,y,p2char)) gid = 1;
with (instance_create(x,y,p3char)) gid = 2;

Here, you have two instances of Mario, but each is checking for a different gamepad by using the gid variable in the gamepad functions.

Edit - also, your entire switch statement can be broken down to

image_index = global.char1;

This kind of switch statement you made is probably the thought process confusing you on the simplicity of the gamepad setup.

Just do it all in one object. Have pressing the arrow keys increase or decrease a variable, and when pressing the enter key the variable's current value will determine which menu to go to next (or what to execute).

The gp_* constants are just that - constants. Use the appropriate functions combined with the constants.

object_get_name(), as it's aptly labelled, is for getting the name, not the id. Your code is confusing because it looks like you're trying to grab an object name from a sprite (although the text says otherwise). Take out that function and it will work as intended.

GM9 used to make sense back when Studio was still trying to stand on its own two feet and was considered a side-program as opposed to the next generation of GameMaker. However, with how grand the program has gotten, the strong popularity of mobile development, additions people could have only hoped for (shaders, compiling, built-in physics) and an upcoming IDE rewrite, the prospect of a new, inline GM doesn't make sense anymore. If anything, GM9 would then be a side-program, but what would it have to offer to a paying customer when Studio Free already has so much under its belt? GM9 would only be a major step back.
