To balance this we could award a "First best" Which would be second places first favorite game.
Or possibly a "Third best" award where second place would choose their favorite game to be considered third. Though that would end up with a sort of cascading effect, and we'd have to have a "Fourth best" award and so on, so no one was left out.

OK so basically you're just suggesting that we have all the people who make games vote.
