While pitch plays a role, the most important thing is the vocal "formant". The formant is what makes the difference between a man singing middle C and a woman singing middle C. Same pitch, but they sound much different.

So what programs can alter vocal formants? Well, you could start by going to kvraudio.com and looking at the list of plugins there. However, in order to make use of any of them, you will need to have an audio program capable of hosting VST effects.

Ultimately this really doesn't have to do with GM, and I think the answer has already been made pretty clear. It's much easier to just get recordings of a girl's voice than try to transform yours.

MIDIs suck, and really, I prefer putting known musics in a game. So, if I record some of my MP3 into WAV, will that make the musics legal to put in a game without paying to the authors(copyright)?

No, it wouldn't.

Using music in your game that other people have written without their express permission is totally illegal. The exception is music in public domain (usually stuff at least 70 years old).
