Nevermind. I figured out how to do it 
On the top down character create event:
fr = friction
maxspeed = 3
friction = .5
And also
Keyboard Event for A-key Key:
set the horizontal speed relative to -2-fr
Keyboard Event for D-key Key:
set the horizontal speed relative to 2-fr
Keyboard Event for S-key Key:
set the vertical speed relative to 2-fr
Keyboard Event for W-key Key:
set the vertical speed relative to -2-fr.
