I'd do some checks on what side the arm is on. Something like if (mouse_x < x). Then you can draw the arm with rotation of point_direction(x,y,mouse_x,mouse_y), or whatever you're doing. You may need to flip the sprite vertically if mouse_x < x or if mouse_x > x (one of the two - I'm not sure which). Make sense?
