How does one handle multiple users in a room

well the next step for me (finally) is to allow multiple players, I think i've a way to get this going and it goes like this..

 

player logs in and spawns, second player logs in and spawns, server is constantly looping through the users list checking to see if there's any other users in the same room as target user and if so, send target user data regarding that user.. this might get pretty hectic wouldn't it ?I think it would work but like.. how bad of a delay can i expect, is there a better way to approach this ?

 

Is there any way I can save on pc load, because Im guessing there's no way to better network load with the way mentioned above ?
