Simple Jointed Pong Paddles

GM Version: GM7 Pro for Mac
I'm making a game based on the layout of pong, but the paddles are hands that move up and down and the goal posts are stationary bodies. Right now the hands are disembodied and I'd love to be able to attach them with a purely aesthetic arm to the body-goalpost.
This is what I'm thinking about:
Although I'd also be fine with one limb that extrudes from a stationary elbow. I don't care if it's a sprite or a drawn solid. I am pretty new to game maker but I'm relatively experienced with code, but I'm really not great with math. I feel like there must be a solution that doesn't involve too much math because the shoulder is stationary and the hand only moves on the y axis. I haven't done any kind of joint before at all, and I'm not actually sure if it's possible in game maker! Any help would be greatly appreciated! Thanks!

Well your game mechanics would have to be adjusted so that you cant move the hand past a certain range unless you dont mind if your lil dudes are like mr fantastic
There are limited, there are walls along the top and bottom that stop hand from moving out of the feild. They will go all mr fantastic anyway, just because of the way the sprites are build, but I don't mind that. I'm not going to realism. Thanks!
