A way to do so would involve a file format that your game can read - and act upon - to create the downloaded content in-game.
For security, you will have to greatly encrypt this data.

An example of a low-security DLC pack could be a collection of encrypted INI files that your game checks for when it launches.
If it finds the files (the DLC), read it -> decrypt it -> act upon it.
