For Html I think you have to have Game Maker studio...
I'm pretty sure Game Maker is just for "computer games", like you get from BigFish or WildTangent

You are pretty wrong... As far as i know the Studio is PC, MAC, iOS, Android and HTML...
However, to answer the question:
have no idea for html... For a single player it is completely possible...
You just need to use external files to store most of the game's values...
For example the item properties, the enemy stats, the quest stuff, etc...
This way when you make an update the player will download only the external file, and the game will read from it...
You will need some encription method for this, cause the player could just open it and modify it...
It's fairly lot of work, cause most of the things should stay in the exe file, but balancing and stuff can be changed just by the external files... This is actually what i am going to use for the game i'm currently working on...

Studio costs $99 and exports to PC and Mac, plus $99 for exporting to HTML5 for a web game, and $199 for exporting to Android or iOS for an app.
Standard costs $49, but can only export to PC.
Lite (the version you have) is free, but only exports to PC and has an annoying popup at the end of games, as well as a "Made with GameMaker" watermark inside the games.

Studio also has a bunch of features, like Box2D for physics, that no other version has.
Standard has features like 3D graphics and multiplayer.
Lite is the most restricted and only has a few 2D features.

Both Standard and Studio can open files made with Lite, so you won't lose any progress in making your game. :)
