No, not always money. Usually you have to put more time and effort towards advertising than you do anything else.for any good chance of success you need to put money into advertisement.
As a tip, I would say that pictures are more appealing than text.

* Make a common place where people can discuss your game. Make it easily accessable (e.g. Facebook)
* Make a trailer, or play-through of your game and put it on youtube, so the best graphical areas of your game - other than the title the graphics will have the first influence on your potential downloaders
* Find some reviewers on this site (there are plenty) who have there own blogs where they review games, ask them to give you some feedback. Use that feedback to improve your game and take the goods comments and display them as 'testimonies' to your game.
* As i stated above, the first impression made on a person is the title. Having a catchy title will be the first thing that will attract someone to looking at your game. It is like fishing, give the fish a bait that sounds good (or appears to be good i should say) and they'll take the hook.
Get your friends or collegues in on the act too. The power of word between people is the most strong advertising you can get. Ask any marketing firm and they'll tell you that.
