So i wanted to know if it is possible to export my gm ios app to my ipod touch using cydia or some other program through windows7,is that even possible???

I don't have the iOS export for Studio, so I can't guarantee anything, but if you have already managed to make an iOS app, you could always try running it on your ipod via Cydia.
If you haven't already managed to create the iOS app file (which I understand you need a Mac for), then I don't think Cydia is going to help.

Erm, Cydia is a .deb package installer. It doesn't run or install .ipa or .app files. There's other things for installing those, like Installous.
But I think you still need a Mac to get that far since I'm pretty sure you cant package it with just windows (unless you get the runner app and manually put the game data in its folder, but I don't know if that still works anymore. And in that case, it wouldn't even need installed, just put in the Applications folder).
Anyways, short answer: No.
