This game is called sea defender:

Story: the country is in a crisis, the economy is about to break down! You play as the mayor and must bring in as many tourists as you can to buy sea defenses. Otherwise, 'you're screwed!'.

How to play:
Mouse to skip talking
Click on a sea defense to buy.

I am easily confused ... soooo, is it called Sea Defender or Shore Defender?
