In the Destroy event for the enemy:
instance_create(//enemy's spawn point_x,enemy's spawn point_y,enemy)
That way every time the enemy is destroyed it creates a new one at the spawn point.
I don't know what you have set up already, but I'm assuming it isn't doing anything at the spawn point after respawning because it isn't being created again, maybe.
