what is the windows c++ runner?

When you open GM:S, look at the toolbar below the File menu. The right-most item is a dropdown list which shows you the available platforms. Choose the windows runner and press the green arrow to test your game.

I misread "what" as "where" >_<

its basicaly the new .exe compiled in a faster language.

One of my map generation codes takes 3-3.5 minutes on game maker 8.0
while using C++ it takes 1.5-2 minutes. about double the speed.
