Well you are asking for different things.
An Electric Shock Wave is this:
While an Electric Beam/Shock is this:
Of course you could also be talking about the energy type of blast/beam that's in Dragon BallZ
Here's one I made. If you like how it looks I could probably animate it for you.

That look like the lightning tool in After Effects. It's very easy to use.This video is pretty much what i'm looking for but on the left side it should stay at 1 point.

The After Effect's lightning tends to have a break in the middle where it starts to 'jitter'.bump
