So what I'm looking for is something similar to the image below, if you split the image in half, the right half is more of what I'm looking for a more "Jittery" feeling, but the starting point of the electricity is always at 1 point. 4 to 8 frames is good enough, and the last frame would fade out.

Also if the lightning could fit the style of this:

Thanks!

Well you are asking for different things.
An Electric Shock Wave is this:

While an Electric Beam/Shock is this:

Of course you could also be talking about the energy type of blast/beam that's in Dragon BallZ
Here's one I made. If you like how it looks I could probably animate it for you.

Actually, why don't you just check Jake557 post here. Here's an image from that post.

In Jake's picture you posted, the one in the center, if it were horizontal it would be great.
the animation im looking for is something like in this video at 9:00, but less wavey and a shorter animation like 5 frames or something.

Edit:
This video is pretty much what i'm looking for but on the left side it should stay at 1 point.

That look like the lightning tool in After Effects. It's very easy to use.

Is that that the kind of thing you're after?

Looks amazing! but its almost close to what I'm looking for, if you spilt the animation in the center, the right side is more of what I'm looking for, more (jittery? is that the word?) and after the last animation it would fade out as the last frame of the animation. I hope that was clear enough i felt like this make some sense lol, Again that you for your help Jake :D

Oh also if the lightning can fit this style that would be great!:

The After Effect's lightning tends to have a break in the middle where it starts to 'jitter'.
Maybe if someone could do it, import to Photoshop, and then save as a transparent PNG file....

I could probably do it later. (Tonight)
