Complicated sprite colouration

I would like to know how to write a piece of code, or a dll, that uses a picture like this one:

and a sprite like this one:

to make a picture like this:

using the different images to colour the sprite, based on the colour in the sprite. ex. white = first pallet, grey = second pallet, dark grey = third pallet

this would be good for use to colour the same sprite with many different colour variations, as an alternative to making multiple identical sprites, with colour variations.
ex: instead of: green ball, blue ball, red ball, green box, blue box, red box, green coin, blue coin, red coin. it would use: ball, box, coin, green pallet, red pallet, blue pallet.

tell me how i would go about writing this code, any improvements or changes i could make, or may need to make, and if your generous, write the code for me. pessimistic bastards who find the need to be unproductive and claim that it cannot be done, are welcome to do so, but i do not see the purpose behind it, as they are wasting their time.
