I have a work in progress game that I have been working on for an extremely long time now but don't have a demo just yet. I'd like to at least discuss the game with other users and gain ideas as I go before providing a demo, but I'm not sure where to post this at. Anyone know where I could start a topic for this?

You can post your game ideas for criticism and discussion at game ideas and design

If you don't have a demo you can't use the Work In Progress section bar a single topic that is used for pictures and short descriptions of games, its more of a showcase though. If you have your own website you can announce that in the approiate forum. Other than that you are stuck with the Game Ideas and Design forum but we wary that you'll need a topic to discuss and not just post a topic about your game in general.

Really, there is no-where to do what you are asking... The Game Ideas and design forum is for discussing (as it suggests) ideas for your game or specific design issues. NOT for discussing how awesome you new game is going to be! We do have a topic where you can showcase your game in one post, but no discussions are permitted there...
BUT, honestly, how difficult is it to throw a quick demo together and post it in the WIP forum? I really find it difficult to understand, especially if you say you have been working so long on the game, then you must have something to show for it!

The OP doesn't say he wants to do that. He says he wants to "gain ideas".The Game Ideas and design forum is for discussing (as it suggests) ideas for your game or specific design issues. NOT for discussing how awesome you new game is going to be!
Here's the important points to remember:
-- don't make a topic to "advertise" your game.
-- don't make a topic to ask "how does this sound? "
Instead, make a topic where you describe your game idea, and ask for specific help with parts that needs improvement. Or ask for help adding new features. You'll be fine.
