When I use "file_text_open"(and such) and I make the game an exe, it works. But when I compile it to HTML5, it doesn't.
So some questions:
Why doesn't it work?
Is there any possibility(java extensions or gamemaker itself) to create local text/ini files?(local means on the computer of the user, not the website)
Will something like this(or similar) be added in future GM HTML5 versions?

You must include the ini file in the projects included recourse,or it won't get copied to the output folder, and it won't be found by the game.

I haven't tested ini files. But using file_text_open etc works locally for me.
