It's a Chrome extension. When you install it, it will add a button to your toolbar. You click that button on the page that's running your game, and it will reload the page with some different emulation software options. Click one of those and then you can select the device that you want to test on.

Under the 'information' menu, it tells you specific information about the device you have selected (such as the browser).

::EDIT::

And by the way, as you know the general rule in life is to not berate others - so please don't do it to yourself either. You're not stupid.

You can, Start your game on your computer (this starts a webserver). Type ipconfig into the command propmt. Find the ip address of your computer then type it into your ios browser with the port that game maker uses.

Under File > Preferences > GM:HTML5 you need to add the IP address for your phone. If your phone is on WiFi behind your home router, it will be 192.168.1.x. When you launch a game with GM, you'll notice that the URL is 127.0.0.1:51268. From your phone, get your PC's IP (i.e. 192.168.1.2), and enter that + the port 51268 into your phones browser. It would be 192.168.1.2:51268. And as Mike just pointed out, if you are having trouble check your windows firewall and your router. One final point, it may be beneficial to set your router to have a static address for your phone and PC.

The x in the IP address signifies a number. Are your computers behind a router, and if so is your phone hooked up to your routers WiFi?

::EDIT::

I did not have to port forward with my router.

I do not use or have a way to use this 'Skype' you speak of. Sorry about that. I think the easiest thing for you to do is put it on a free server.

My apologies. If you do decide to put it online, here are some free resources.
