If I want to publish a commercial game, a pay game, is it necessary to pay the Pro edition? or I can publish my games business with the Lite edition?

You can do it, but that doesn't mean you should.
For one thing, the lite version puts a watermark on the game, which doesn't sell very well to customers. Secondly, you are restricted to a basic set of functions to use. Lastly, if you can't even pay for a $40 piece of software, you certainly cannot afford the costs of marketing and selling a game.
If you're really serious about selling a commercial game, just pay.

But if you aren't serious about it, and just want to make some lunch money selling floppys (or whatever you kids use these days) of your games to friends, you can rest easy knowing that the licence for GM lite does allow you to do this.
