Absolutely.
GM Windows 7 is functionally the same as GM4Mac.
GM Windows 8.x is similar but pretty good as far as backwards compatibility. It will load .gmd created in GM4Mac and run them. Occasionally you will hit a function that has changed, but typically more advanced functions.
Going the other way is awkward though, developing in GM Windows 8.x and porting it to GM4Mac.

Should be noted that the final game will only be able to run on the OS to which you export it.
