Go buy a dvd and or cd-rom, and burn the exe onto the disc. Simple? No.

If the latter, your going to need an autorun.inf file. Please look on Google about them.

Post count shouldn't matter, being new doesn't give you invincibility to any forum rules. Just saying.

Well, you're supposed to read the rules before registering, as part of registering is saying "I accept and understand the rules and terms of service". So, a new member should be more likely to have read the rules more recently...Not invincibility, but some consideration, but that should also go around regardless of post count, too.
This prolly belongs in the Distribution of games section.
Perhaps they should add a section to registering where they give you a selection of sample threads, and you have to mark posts/threads that break the rules? Then, after registering they have no excuse xD

It's possible, but do you want the exe to just be taken off of the CD (like a USB, etc); or actually run from the CD?
If the latter, your going to need an autorun.inf file. Please look on Google about them.

Example
[autorun] open = game.exe
The value of "open" is your exe, ao Windows will run it.
If your exe not at the root, you'll need to specify where it is ;
[autorun] open = /project/bin/release/game.exe

Look, majority of all new users never read the forums rules...this is known. Should we jump on all their backs?
OR rather...
Should we politely, in a friendly encouraging manner, correct them, so next time they wont make that same mistake.
Thus leaving them with a good game maker community vibe. In return, they hopefully follow in your foots steps, giving that next newbie user the same patience.

Thank you very much.Yesterday,I put games to cd and it works.Thankkkkkk youuuuuuuuuu veryyyyyyyyyyyy muchhhhhhhhhAn .inf file is autorun file. It basically run when your cd/dvd/usb is connected to your computer...
Example[autorun] open = game.exe
