In Hitman, you're an assassin. Each mission you're given a target, some information about said target and maybe a bit of mandatory equipment. You can use money earned from missions to bring optional gear and weapons with you, and sometimes you might feel the need to do so.
The great thing about Hitman is how completely open it is. Optimally, you want to make your way to the target and rig his death in manner that makes it look like an accident, harming no-one but the target himself. However, little stops you from just busting in the goddamn frontdoor and gunning down every single person on the scene until you're gotten the right target. The stages are large, fairly open and there are many different course of actions you can take through any given stage. In your typical mission where you, say, are killing a guy having a meal at a restaurant, you could plant a bomb under the car of the subject and wait for him to leave. You could knock out a waiter, steal his clothes and poison the targets food before you deliver it. You could get inside the building on the opposite end of the street and snipe him while he's dining or you could hide in the bathroom and strangle him as he takes a wizz. Or you just run in with dual magnums and headshot every single last witness.
You could always replay an earlier mission to earn more money, just for fun, or to try improving your ranking which would earn you equipment you wouldn't otherwise be able to get your hands on.
I think a good assassin-based game should encourage killing as few people as possible and require planning over reflexes.

As far the the free way to complete quests I was planning on a huge map. You have the choice to do the quest your own way or not at all. Also there are alot of other mini quests.

DO NOT! make it one of those games where if you kill anyone but teh target you lose without any distinction from target and random guy(i played a game like that it sucked)

It's kind of like grand theft auto in that you can wander around in a giant world. You can also find people who want you to do jobs for them, and you learn new ways of killin' people and stuff.

I am not planning on doing this however if you do bring to much attention to yourself and target might start a fist fight with you. But nothing you wont be able to handle with a knife.
I had an idea similar to this. But I most likely won't do anything with it.

Yea I was planning on doing a completely up-to-you game. I mean like a huge map with an assassin hq where you go to to get story missions, while hitting the streets for side missions.
