The answer is in the name. Paint.net was created to promote and demonstrate the .net framework.

No, it wasn't. It was originally created as a project by a student at Washington University.
It is true that one of the lead developers also works for Microsoft, but Paint.NET is not affiliated with Microsoft in any way.
