Simple Screen Distortion (using Simple 2d)

i want to be able to add a distortion to my whole game... like a water effect or blur... i have searched and found nothing...

i dont want to have to put a code in every object for my game, i would just like a way to morph or distort the game.

some effects might be

-color/ hue changing
-water ripple
-blur
-pixelate
-low bit rate (like on low bitrate video files its all distorted like :P)
-there probably lots of possible effects...


if this is possible please let me know and where to find what resources i might need, and a good push in the right direction with a pat on my back :P

Surfaces...

Edit:
Let me explain: You save the screen as a surface. Then say you want a pixelated view where you want each pixel to equal four (2x2). To do this the surface you make should be half the room size.

For blur effects you can draw the surface multiple times one on top of the other using a slight offset and alphas.

Lots you can do w/ surfaces.

I've seen some water effects floating (no pun intended) around try a search.

Surfaces...

ok so i am not familiar with surfaces and i have only used them from a few tutorials... and what effects are possible with surfaces?

and wheres my push in the right direction with a pat on the back :P

Well you obviously didn't search hard enough. But rune is right, surfaces is the way to do those effects:

Probably many more. BTW, for color changing, just draw the surface and then draw it to a color like you would to an individual sprite. Any non-black colors will be blended together with the color you choose, for a color change.
