I found this terrain editor, which is open-source and could be modified into a city-simulating game: 3D Terrain Editor

I'm planning to work on this after I had my final exams and finished my project

Updated download link. If anyone has any suggestions for making topdown curvy roads it would be useful as I'm stumped regarding that one. Read up on Bezier curves and didn't exactly find myself in any better a position to tackle the problem.
