I am taking a break from SD Gundam.
I am thinking about making a 2D version of the popular Dawn of War game. It is a single squad of units, fighting the odds. There will be some magic involved.
The storyline is my own idea. Location names and character names are Copyright Games Workshop.

Game theme: Top down tactical shooter

EDIT: Added Tyranid ideas. Considering imperial.

Storyline:
Sector: Crusis
Location: Laius Rift
Races involved: Eldar, Chaos, Tyranids, Necrons
Eldar Story
A warp gate has been discovered by a short wave of psychic energy that it emitted out in the death world of Laius Rift. Eldar farseer Uthrnan has sent an eldar raiding force to disable the warp gate to prevent ruinious powers from using it as a focal point for daemon summoning. A tyranid splinter fleet is nearing in search of potential prey worlds. Only when the eldar arrive on the inhospitable planet do they discover from their HQ that a tyranid fleet is converging on their position. The eldar must hurry to disable the gate before they are destroyed by the hive fleet. During their exploration they discover other non-organic lifeforms hibernating under this planet. After the awakening of these lifeforms the eldar know their fate has been sealed in this icy planet. It will be a a blood bath for the eldar. If the eldar fail this mission, the Chaos will destroy all lifeforms on the planet and size the warp gate as another vantage point in the conquest for the universe. Their estimated arrival time to the Rift is approximately a day. Many will fall but only one race will achieve their objective.
You are eldar warlock Thriadc Ksic Hrius and you must guide the eldar force to locate the warp gate and disable it.

Notes
Guardians: Civilians trained to fight to defend their craftworld. Armed with medium/close range shuriken catapults. For every 10 there will be a heavy weapons squad.
Storm Guardians: Close comabt eldar infantry. Armed with close ranged shuriken pistols and chainswords. A few will have fusion guns.
Warlock: Main player character. Before each mission the player can select one warlock ability. The warlock can use:
Defaults
Chainsword (a close combat weapon)
Rune armour Lv1.
Shuriken Pistol.
Enhance (all friendlies will have an extra 3 seconds of life when their HP is 0)
Lv 2 Unlocks
Power weapon (a close combat weapon more capable of piercing armour.)
Rune armour Lv2
Destructor (spell that creates a fireball)
Lv 3 Unlocks
Witchblade(close ranged weapon with very high damage)
Conceal (creates a mist that reduces enemy fire and visibility).
Upgrade to farseer. (Requires at least 2 Lv3. spells).
Lv 4 Unlocks (Rare)
Singing Spear
Ghosthelm (reduces damage from psychic attacks)
Runes of witnessing (able to have 2 abilities)
Runes of warding (more efficient casting)
Eldritch storm (casts a large lighting storm on the battlefield)

Chaos Story
"Honsou my liege, find the gate and claim it." Abaddon the Despoiler.
Vox Transmittion Out.
On board the Exiled Warmaster Honsou of the Iron Warriors has been issued with the task of locating a warp gate that will be a vital strategic point for the chaos. The scanning equipment has found that the gate is somewhere within the Crusis sector. To enter the wrong world will mean confrontation with other factions such as the imperium. This would require a full scale army to bypass the already war raged sector. "Scan each planet thoroughly and do not stop until the signal is positive." Honsou directed the surveyor pilots.
"Yes my lord."
The chorus of beeps from the warp scanners went on for a few minutes until a blip appeared on one of the scanners.
"My lord. Positive scan detected on Laius Rift."
The surveyor immediately opened a data bank revealing information about the planet. The reset of the surveyors used other scanners to retrieve more information.
"My lord. Heat signatures detected. About the size of the small raiding force." replied another surveyor.
Honsou smiled beneath his helmet. There would be much blood shed on this crusade.
"Chaos marines. Prepare for battle."

Tyranids
Notes:
Tyranids are contrlled by a higher lifeform, such as a hive mind. This could lead to an individual and unique gameplay.
Main units of interest: Lictor, Genestealers, Carnifex, Warriors, Hive node
Evolution ideas: Fast moving enemies, invisibility,
The lictor could have roles of ambush and adds more action and suspense, lurking in the shadows.
The genestealers form the bulk of the horde.
The carnifex will serve as a boss unit. Large and dangerous!
Warriors will field as commanding roles.

Inquisition
Notes
Units of interest: Inquisitor, henchmen, storm troopers (w/ Chimera), vindicare assassin, land raider
Inquisitor: Arsenal that can match the eldar.
Grey Knights: The elite troops of the inqusition.
Sisters of battle: Main fire support. Makes up for the lack of Grey Knights.
Rhino: Reliable APC.
Assassin: Sniping.
Land raider: The strongest tank of the inquisition.

It's cool, but perhaps you could play from the different sides involved?

Like there could be four different campaigns;

Eldar
Tyranid
Chaos
The necrons (thanks Eoi)

Also, what view is it?

Nothing special with the story except you misseplt seize and used the phrase 'splinter hive fleet' too much.
The numerical distance breaks up the flow of text, it would be easier to read if you said it is nearing or it just jumped into the system or anything of that sort.
How are the chaos involved? Do they have a fleet there, are they coming through the gate (in which case they would just be daemons).
The awakening of the necrons has happened quite a lot. Its also quite boring now. Why are they never already awake?

I added a story for the Chaos. The rest I will work on.
Basically this is the early peroid of the eye of terror crusade. Abaddon is looking for every vantage point there is to find weak points in the Imperial worlds. The chaos have gone to rely on daemons in order to boost numbers. With more warp gates, daemons can be relayed onto more worlds.

Eoi:
If you have read some of the Black Library books, you will find out that the necrons are never already awake because in order for them to last for an eternity (or so they say) the necrons go in stasis mode. They only awaken when their stasis is disrupted which is why there is always a finite number of necrons. Graham McNeil's "Nightbringer" is a good book that debriefs about the necrons.

Necrons can be awoken and then colonise other planets (hence they can be playable in Battlefleet Gothic). I haven't yet seen a story about necrons which are already awake, they always pop up and ruin things half way through.
Will you be focusing on one chaos god or will all of them be included?
Have you thought of what troops the player will be able to control? Crucial due to the aspect nature of eldar and your squad limitation.

you need some imperial forces. how about witchhunters, guardsmen and marines?
also you need orks and tau.
how are you for sprites? I've made 40K sprites for lots of different games, I could help a little.
this idea isn't original but I'd play it if you made it.

I'd stay away from imperial forces. They're in every damn game. As well as orks.
Tau are too boring for my liking :blink:

I aim of this game is to create a small tester. If this is sucessfull I will extend the game to have more races.
I might add the Inquisition because the Crusis sector is been contested by Imperial Forces and there is a White Dwarf magazine about it.
Right now I am compling sprites. ^_^
