What if we have an Open Source WIP? Does that go in the WIP forum, or does it go here?

Well it does say this:

Acceptable files are completed games, both full and mini, programs (so long as they do not violate the rules) and game engines. Unfinished games are fine so long as they are completed to a point that it can useful as a learning tool.

So, I would say if it is ment to be open source here, if not, go to creations. That's what I would do.

Your open-source projects have to be considered finished. If it would be a WIP and open source at the same time, it means that you clearly want people to cooperate on it, and that's definitely not the purpose of this forum.

I posted a thread here on Alphasix, but I'm curious about the rules; one of the rules seemed to imply that by posting a game here it makes the game totally open source, whereas I want to make only the *code* of my game open source, while the graphics (which were made by a friend) would still not be allowed to be used in other games. I posted a thread saying that as a note at the end, is that okay?

This is a forum not a license. I'm sure the mod's arn't going to come to your house and kidnap your family if you impose restrictions.

I'm planning on posting a (game?) here similar to the powder game. It's unfinished. All it has right now is oil water and fire. (Water puts out fire, oil catches on fire, and oil is supposed to float on water.) I just figured it would be a good idea to ask here first before I do it.

EDIT: Oops, sorry.
Should I put it here?

The rules of the forum imply the work to be more or less public domain. I think as with open-source and software-libre projects outside of GameMaker, people should be allowed to apply whatever license they wish. There seems to be a BSD-style license applied to things here, where they can be turned into proprietary projects at the whim of the downloaders, as opposed to for example the GNU General Public License, which states any work needs to also have the source code be available to view, change, redistribute. Typically software-libre licenses contain the words "freely use, modify, and distribute" somewhere. We can't really assume those rights exist otherwise.
