This topic needs to seriously get organized...
Anyways my throw to add to this list is TunaFish free VST sequencing software. http://www.brambos.com/archive.html Its extremely easy to use but you need your own VST plugins. A Google search can get you as many free plugins as you need. One of my personal favorites is the Magical8BitPlug3.
Upsides to Tunafish: MP3, WAV, and MIDI exports, very easy sequencer interface, can be used as a mobile app.
Downsides: If your using a single plugin in multiple channels wav and mp3 exports can be ruined, longer segments will not export to MIDI properly, after exporting many times the exporting logo will remain on the screen.

It's a 500KB, free program that automatically generates music for you given a style and instruments. It can also be tweaked afterwards to get just the sound you want. I suggest creating MIDIs with this, then loading them into another program to make them sound better with soundfonts (i.e. GXSCC or Mixcraft or the like).

Haven't read through 11 pages, but it's not on the first one, which I'm surprised at: http://freemusicarchive.org/ (Free Music Archive). Contains some fantastic pieces, arranged by genre / 'curator'; each piece is under a type of Creative Commons license, so you need to check whether you can make derivatives, have to attribute etc.
